These grants provide partial support of doctoral dissertation research to improve the overall quality of research. Solicitations that Limit the Number of Proposals an Organization Can Submit. Solicitations that have limits on the number of proposals that may be submitted by one organization.

Only a small proportion of proposals get funded, the odds are generally <10% (or <5% for grants from the National Science Foundation). I was extraordinarily lucky to have my NSF Doctoral Dissertation Improvement Grant funded (and even luckier to have it go through on the first try).
